Projects in the energy sector are capital intensive, involving large investments, often amounting to tens of billions, offering vast opportunities for rent-seeking and prone to breeding corruption.
In recent years, the anti-corruption campaign in the energy sector has demonstrated a zero-tolerance attitude through intense regulatory measures. Since the beginning of 2024, the anti-corruption efforts in the domestic energy realm have steadily escalated, with officials and corporate executives at all levels becoming the focus of investigations. Reliable sources indicate that over 40 officials and executives from the energy system have been taken for investigation due to suspected violations.
Notably, the former Party Secretary and Chairman of Jilin Province Energy Investment Group Co., Ltd., Zhang Jinfeng, is currently formally under investigation for suspected serious disciplinary and legal violations. Zhang's resume reveals that he has extensive management experience in multiple energy-related institutions.
Just looking at the situation in May, officials and executives from the energy sector, including Wei Fusheng and Liu Shuanliang, have been successively investigated. In the coming days, several more practitioners in the energy industry, including Li Quanxiao and Song Lihong, will be subject to investigation procedures for suspected disciplinary and legal violations.
During the first two months of the new year, we have also witnessed a series of anti-corruption actions: Hu Guoqiang, Zhong Ziran, Wang Yilin, and Long Fei have been sequentially brought under scrutiny. Among them are retired senior officials, like Wang Jianshe, who has retired for many years, but still could not escape the rigorous examination of the law.
Experts note that energy projects, due to their capital-intensive nature and the large scale of investments, provide ample opportunities for abuse of power, creating an environment where corruption can thrive. For example, Cao Guangjing, the former Vice Governor of Hubei Province during his tenure in the energy sector, is under suspicion of bribery, having illegally received more than 200 million yuan in assets.
According to the public verdict by the Intermediate People's Court of Xuzhou City, Jiangsu Province, Cao Guangjing abused his official position to benefit others and illegally accepted a huge amount of money, totaling over 216 million yuan. Moreover, he is also accused of leaking insider information of a listed company, enabling illegal profits of more than 10.42 million yuan for others.
Additionally, the bribery case of Li Dong, former Vice General Manager of National Energy Investment Group, was heard on April 19 at the Intermediate People's Court of Yichun City, Jiangxi Province. This case once again serves as a warning to officials and practitioners in the energy system, indicating the nation's firm resolve in cleaning up improper practices in the industry.
According to the charges, Li Dong used his position to provide assistance to multiple units and individuals, illegally receiving a total amount of property worth over 108 million yuan. Li Dong, having held a leadership position, has his career tainted by the substantial amount of bribe he is suspected of illegally accepting, which points to serious disciplinary and legal violations.
